The brightness of the solar corona is known to vary over solar cycle (11-year) time scales. Observations from the Mauna Loa Solar Observatory indicate brightness variations greater than a factor of five between solar maximum and solar mimimum activity for the past 2 solar cycles. We discuss the origin of these variations in terms of coronal temperature and base density. We compare observations during the current activity minimum occuring during the International Heliophysical Year (2007-2008) with previous minima. We highlight the state of the corona and chromosphere during the recent Whole Heliospheric Interval (March 2008).
