In addition to primary cosmic rays, additional (excess) relatively high-energy particles have been observed in the upper atmosphere at altitudes of 200-1000 km. This paper analyzes the spatial regions and pitch-angle intervals in which quasi-trapped and trapped particles can exist in the excess radiation below the radiation belts. It is found that, although the flux of quasi-trapped particles has a longer lifetime than the albedo flux, its intensity does not exceed that of the albedo flux. The lines of mirror points are lines of equal particle flux with pitch angles of 90 deg at these points.
