Binary relaxation in a cold collapse system is examined. Though the virial ratio k oscillates violently in this system, it does not exceed 2 because the system is bounded. We find that binary relaxation is not negligible after the first collapse if the maximum virial ratio kmax becomes as large as 2 - O(N-1) during the collapse. But it seems that such a large virial ratio cannot be realized in any galactic system.
