Data obtained during the Non-Maxwellian Electron Energy Distribution (NEED) flight, are discussed. The measurements are effectuated by the European Incoherent Scatter (EISCAT) ultra high frequency radar. Information on the background ionosphere before and during the flight, is provided. The study is focused on electron densities, electron and ion temperatures and line of sight ion velocities. Electrodynamics and particle energy determination, are discussed.
