An experiment was carried out to determine the background conditions in near-earth space for radio-emission observations of primary cosmic rays at energies exceeding 10 to the 19th eV. Extensive air showers were observed during the G60S experiment with the Vertikal' rocket; measurements were made at heights above the ionosphere and for frequencies of radiation not reflected by the ionosphere. Averaged emission spectra for various heights from 108 to 1500 km are presented. Measurement results are given for the 20-80 MHz frequency range.
