In the presence of CP-violation, axions will mediate an attractive scalar interaction between quarks. This interaction is difficult to detect experimentally because (a) the CP-violating parameter, θ, is small and (b) the axion Compton wavelength must be less than 2 cm. However, neither of these conditions is valid in the early universe. In this note, we estimate the strength of this interaction, relative to gravity, as a function of temperature. At short distances, it is found that the interaction can be as much as 1015 times as strong as gravity. The cosmological implications of this interaction are discussed.
