A detailed Monte Carlo simulation of neutrino fluxes of atmospheric origin is made taking into account the muon polarization effect on neutrinos from muon decay. The flux was calculated with energies above 3 MeV for future experiments. There still remains a significant discrepancy between the calculated (nue +anti nue/(nu sub mu) +anti numu) ratio and that observed by the Kamiokande group. However, the ratio evaluated at the Frejus site shows a good agreement with the data.
