This paper presents the second part, covering the interval 20-40/cm, of the atlas of submillimeter lines observed in the atmospheric emission spectrum from 38.2-km altitude with a resolution of 0.0033/cm. This resolution appears to be adequate for detailed interpretation of the spectrum in terms of rotational transitions of most trace molecules relevant to the photochemistry of the atmosphere. A table of assignments of the observed features to expected molecular transitions is given, together with a comparison of the measured spectrum with a synthetic spectrum obtained from radiative transfer calculation.
