The spatial and energy characteristics of solar cosmic rays with energies of 5-90 MeV in high-latitude zones of the magnetosphere during 1973-1982 are examined. Particular attention is given to the east-west asymmetry of proton fluxes (alpha), and it is shown that the sign of alpha is determined by the direction of the interplanetary magnetic field. It is noted that an important parameter characterizing the penetration of solar cosmic rays into the magnetosphere is the rate of change of alpha; and it is shown that the rate of change of alpha decreases with increasing particle energy.
