Mimicking the standard weak interactions, we construct a phenomenological lagrangian for excited leptons and compute the lifetime of excited neutrinos as a function of their mass and the compositeness scale. From limits on the thermal shape of the microwave background, on cosmic photon fluxes, and from stellar evolution dynamics, we rule out excited neutrino masses between 10 meV and 10 MeV.
