It is shown that information about the irregular structure of the ionosphere in a maximum electron-density region can be obtained using upper-ray trajectories. A method for measuring the fluctuation characteristics of these rays with different reflection heigths h sub 0 is developed. It is shown that the fluctuations decrease with increasing h sub 0 despite increasing upper-ray paths in the irregular ionosphere. This indicates a systematic decrease in the 'scattering power' of small-scale irregularities as their height approaches the electron-density maximum height.
