A method to describe sunspot activity using characteristics of areas of long-lived activity (ALAs) is proposed. It is shown that, on the declining branch of cycle 21, the ALAs evolved in a well-defined intermittent fashion, indicating global rearrangements of magnetic fields on the sun with a 'period'of about 20 solar rotations. The relationship between intense geoeffective proton flares and the features of the spatial-temporal distribution of ALAs is examined.
