The paper reviews the present status of scintillation theory. The limitations of single-scattering theory and some other assumptions of scintillation theory are discussed. For the single-scattering case, formulas relating the measured parameters to the properties of the scattering medium are given. The numerical solution of the fourth-moment equation for the field makes it possible to take account of multiple-scattering effects. An important conclusion is drawn concerning the frequency dependence of the scintillation index, which may differ considerably from the results of the single-scattering theory. Limitations of the observational methods and difficulties in data interpretation are discussed.
