Consideration is given to possible explanations for the observed levels of antiprotons in the galactic cosmic radiation. With the effects of solar modulation taken into account, it is shown that in the usual leaky box model of cosmic ray propagation, secondary antiproton production by interactions of protons, alpha particles and more massive cosmic rays with protons and heavier nuclei in the interstellar medium is insufficient to explain the high observed fluxes at energies less than 1 GeV, even when a closed model of the Galaxy is used. If the observed antiprotons are regarded as primaries, they may then be explained in terms of a baryon-symmetric universe in which cosmic rays leaking out of one galaxy penetrate to a galaxy of the opposite baryon charge, or models of galactic center explosions or evaporating primordial black holes in this galaxy.
