Magnetospheric plasma just outside the plasmasphere is characterized by an antiloss cone (ALC) distribution function. The high-frequency electrostatic instability discussed occurs in such ALC plasmas when the strength of the antiloss cone (i.e., the number of missing particles) exceeds a certain critical value. The characteristic frequencies associated with this instability correspond to time periods of 100 to 250 sec. It is suggested that this may be a possible source of pc 5 micropulsations.
