It is shown that initially thermal He+ ions (1 eV) are accelerated in a direction transverse to the magnetic field up to 100 eV in magnetospheric plasma. Evidence for the acceleration of thermal electrons in a direction parallel to the magnetic field is given. A consequence of these accelerated electrons is the generation of ELF electrostatic waves, the amplitude of which is modulated at the ion cyclotron wave frequency.
