It has been shown that changes in the magnetic rigidity threshold during magnetic storms is one of the major factors influencing the energy spectrum of Forbush effects. In view of this, the behavior of the geomagnetic cutoff rigidity is calculated for a number of Forbush decreases. Typical results are diagrammed. The calculated changes in geomagnetic cutoff rigidity are used to calculate the changes in cosmic ray intensity produced by these changes. The shock wave generating flows responsible for Forbush decreases are analyzed.
