The distribution of arrival directions on the celestial sphere is examined for extensive air showers with primary-particle energies in excess of 10 to the 17th power eV. A harmonic analysis of the right-ascension distribution of several hundred events with mean energies of 5 by 10 to the 17th, 2 by 10 to the 18th, and 3 by 10 to the 19th power eV indicates that the anisotropy increases with energy, although errors are relatively large. The distribution of arrival directions for 38 events with the highest mean energy is plotted on a map of the celestial sphere, and first-harmonic amplitudes and phases of several events are analyzed as a function of primary-particle energy, using observational data from various facilities. The data are found to be self-consistent, especially with respect to agreement in phases. It is concluded that the observed anisotropy of cosmic rays with energies higher than 10 to the 17th power eV is a real phenomenon.
