Molniya-2 data on the height variations of protons and alpha particles with energies exceeding 4 MeV in the radiation belts under magnetically quiet conditions were analyzed in order to evaluate the degree of anisotropy of fluxes of these particles. The degree of anisotropy is found to depend on the L-shell; the degree increases with decreasing L-number. Estimates of anisotropy were used to transform the fluxes to the geomagnetic equator and to calculate the alpha/proton concentration ratio; alpha particles were found to predominate in the 4-10 MeV energy range.
