An expression for the distribution function of ions in a plasma situated in external electric and magnetic field is obtained, taking into account ion-ion collisions and collisions between ions and neutral particles. The effects of Coulomb collisions on the Maxwellization of the anisotropic ion velocity distribution is examined for polar F-region conditions.
