The authors present a new class of anisotropic inhomogeneous models of elliptical galaxies based on the tensor virial theorem. These models are maintained in equilibrium either by the rotation of the figure (i.e. of the potential), or, alternatively, by stellar streaming with respect to the figure, which is fixed in space. The only hypothesis on the density distribution is that the equidensity surfaces are similar concentric ellipsoids. Both triaxial and spheroidal equilibrium solutions are found, with a variety of geometrical and dynamical configurations. The stability of equilibrium systems against global oscillations is tested under particular assumptions on the behaviour of the velocity fields. It is found that the triaxial configurations are in general energetically favoured with respect to the spheroidal ones.
