In an observational overview of ionized Hydrogen in our Galaxy, I summarize its large scale structure and the plasma physics scales that are relevant to turbulence. My emphasis is on the very small scale turbulence revealed by radio interstellar scintillation (ISS), which probes inhomo-geneity in the electron density. A standard picture has emerged of an isotropic 3-D Kolmogorov spectrum of electron density from ISS observations of many pulsars since the 1970s. This suggests a turbulent cascade even though the observations do not probe the velocity or magnetic fields. However, recent ISS measurements using ``scintillation arcs'' show the plasma turbulence on some lines of sight to be both anisotropic and highly intermittent on AU scales. I speculate on their possible origin as remnant turbulence from long past supernovae.
