Experimental details and results of the measurement of proton intensities within the energy range of 5-50 MeV at the lower edge of the radiation belt in equatorial latitudes are presented for the period March-May 1970 using the particle telescope on board the nonmagnetically stabilized German satellite Dial. The importance of the large gathering power (of the order 1 sq cm steradian) of the S-30 telescope with two 1.2 sq cm solid state detectors in achieving high statistical accuracy is emphasized. In the measurements, the ranges of the magnetic shell, and the geomagnetic latitude varied from 1.15 to 1.40 and 1.0 to 1.7 respectively. In the vicinity of the equatorial region the variation of the geomagnetic latitude along a fixed magnetic shell is described by Liouville's equation, where the pitch angle distributions obey the 'n-th power of sine' law. The variation of the energy spectrum with the magnetic shell is discussed and the agreement of results with the solutions of the transport equation is pointed out. The removal of the discrepancy at low magnetic shell values by a change in the previously assumed neutron albedo source or in the atmospheric model is also suggested.
