The Adams (1975) method for deriving analytical solutions to field equations for a spherically symmetric neutron star is extended to nonhomogeneous and rotating neutron stars (pulsars). It is shown that exchange processes on a rotating star can give rise to an electric field, and field equations are defined. Value ranges are defined for pulsar parameters that are consistent with observational evidence and theoretical predictions. A 0.01 contribution is demonstrated to be possible for the contribution of the electrical energy density to the total gravitational mass.
