The propagation of cosmic rays through the atmosphere is analyzed by the multigroup method for the energy range 10 to the 11th - 10 to the 15th eV assuming three different kinds of the primary energy spectrum. Comparison of calculations with experimental data shows that none of the models preserving scaling in the inclusive spectrum fragmentation region agrees with the experimental data, while a satisfactory fit is obtained with a nonscaling model of the Bose-Planck type.
