An equilibrium solution of hydromagnetic equations in an infinitely long plasma cylinder with rigid circular boundaries is constructed. The interior nonaxisymmetric solution joins continuously to a dipole-like field in the vacuum. A variational principle to test the linear stability of the solution, similar to that of Bernstein and others, is formulated. This variational principle admits arbitrary trial functions, and the boundary conditions as well as the eigenvalue and vacuum field equations are obtained on minimization. Using this variational principle, the solution is found to be unstable to perturbations which reconnect magnetic field lines on the surface through the vacuum. The evolution of pulsar magnetic fields is discussed in relation to this unstable solution.
