An SU(5) axion model is presented which reproduces the Georgi-Jarlskog mass matrices but gives no cosmological domain walls. The assumption that U(1)B-L and U(1)PQ are spontaneously broken simultaneously at a mass scale of 107- 1012 GeV leads to mvτ = 10 eV - 100 KeV. The close relation between the anomalous U(1)PQ and the generation structure of quarks and leptons is emphasized.
