A system based on the index IF2 has been developed to predict the propagation conditions for high-frequency radio waves travelling via the F2-, F1- and E-layers. The physical principles of the system are described but its practical application is not included as such information is available in a manual. All assumptions made are justified by reference to statistical evidence or published results. Errors affecting each stage of the system are considered and their magnitude is assessed; the overall accuracy is better than that estimated for other systems.
