The inverse-square power spectrum of long scale length spread F irregularities is interpreted in terms of a two-step theory. The analysis is carried out by using a mode-mode coupling approach for the two-step process instead of a 'linear' one as used earlier. This results in a better physical understanding of the process and shows that it does not take place on certain modes, for example, drift waves.
