A photoelectric instrument is described, which gives directly in digital form the ratio of the mean-square value of the current fluctuations (due only to atmospheric star scintillation) and the square of the mean value of the current (due to the star signal). This ratio is the measure of the atmospheric scintillation. The instrument was used for atmospheric optical-quality measurements in connection with the European JOSO (Joint Organization for Solar Observations) project.-
