It is suggested that a solar-active region with a bipolar sunspot is formed when the magnetic flux ring of the sunspot rises to the solar surface from the depths of the solar convection zone. Conditions for the formation of two-ribbon flares are investigated. It is shown that the required flare energy of 10 to the 29th to 10 to the 33rd ergs can be produced as long as the perpendicular velocity is 0.3-3 km/s and the magnetic field strength is 10-100 gauss.
