A new approach is used to obtain an explicit formula for the Lagrangian for any number of charged particles interacting with each other up to the fifth-order terms, assuming that this system does not emit dipole radiation. Based on a knowledge of the Lagrangian up to the fifth-order terms, the quadrupole radiation of the system is obtained in exact agreement with the classical electromagnetic theory.
