A mechanism for the development of solar flare activity is proposed to account for several summarized features of solar flare activity. Magnetic elements of the background field together with the magnetic fields of isolated spots of a group are said to be capable of forming, at the periphery of these groups, neutral points where flares may appear. It can be shown that this situation is most probable near those spots for which the sign of the field is opposite that of the background field. Consequently, the direction of the latitudinal shift of flares changes to the opposite near the cycle maximum, when the background field changes sign.
