It is pointed out here that the puzzling observational properties of coronal loop mass flows can be naturally explained if coronal loops are sufficiently cool, that is, if they contain no coronal plasma. All features of the observed flows follow from the analysis presented here. In particular, steady flows that exhibit substantial transition region velocities with a predominance of redshifted emission, and which disappear at coronal temperatures, are naturally explained.
