The paper presents an empirical model of the space-time distribution of the basic parameters of the general atmospheric circulation at ionospheric heights. The model is based on a physical-statistical analysis of data pertaining to horizontal ionospheric drifts. The method relies on the short baseline diversity reception achieved by a world network during the period 1958 to 1970. Movements in the lower (100-140 km) and upper (140-180 km) ionosphere are analyzed.
