The energy spectra of annual and biennial variations of cosmic rays and
their change in time were determined using the earth's atmosphere as an
energy spectrometer. The amplitude-phase characteristics of variations
from 1963 to 1987 were calculated using stratospheric measurements
obtained in Alma-Ata, Dolgoprudnyi, Murmansk, and the Antarctic.
