The paper examines the feasibility of applying the Fokker-Planck formalism in the construction of a transport theory of cosmic rays in interplanetary space. The scattering of resonant particles is described with consideration of the convective motion of the stochastic magnetic field, and an effective correlation time is introduced which prevents the dispersion of the transport coefficient both in the Fokker-Planck and adiabatic approximations of the collision integral of the kinetic equation.
