An extensive data base of east-west (zonal) plasma flow (2 million sample points) has been compiled during the 20 years of operations of the mid-latitude Millstone Hill incoherent scatter radar. During periods of intense geomagnetic disturbance, a two peaked structure of sunward convection across the equatorward edge of the auroral particle precipitation region is seen to develop and persist for Kp > 3 and L ~ 4 in the pre-midnight sector. This polarization electric field is related to the penetration of the disturbed ring current into the outer plasmasphere. The magnitude and location of the secondary (polarization jet) convection peak are quantified in this study to provide a more-accurate empirical model of the large scale convection eletric field, including its sub-auroral component. Comparision of the model with the AFGL statistical particle precipitation model is done to place the polarization electric field in the global magnetospheric picture.
