An analysis of observational data on X- and gamma-emission and energetic particles from impulsive solar flares shows that particles are accelerated over a few seconds in a region where matter density of about 10 exp 11/cu cm and magnetic field 300 G. We take the June 21, 1980 flare as an example of an impulsive flare. For this flare one can obtain two different spectra of primary particles from the very same observations of high-energy neutral radiation. We consider the possibility of obtaining such a spectra of energetic ions as they are accelerated on an ensemble of shocks in the presence of short scale turbulence. This system of shocks may originate from a great number of points of explosive current loop coalescence.
