The present paper considers the origin of cosmic rays and the problem of how a relatively small fraction of particles in the cosmic plasma acquire high, superthermal energies. Two possibilities exist: particles distinguished by some initial parameters, such as mass, charge, or velocity, are accelerated; or all charged particles in a small region of the plasma are accelerated. Two acceleration mechanisms correspond to these possibilities: statistical acceleration in turbulent plasma and cumulative acceleration near neutral points or in neutral current sheets. The two cases for which detailed data are available, solar flares and magnetospheric substorms, are both associated with neutral lines and a neutral current sheet. A review is presented of the theory of the evolution of neutral plasma sheets and their relationship to the acceleration of charged particles.
