The effect of electron-positron pair production and photon splitting on the spectrum and polarization of gamma rays inside a neutron-star magnetosphere is examined. Data of the Soviet-French experiment SIGNE (SNEG-2M3) are used to find the upper limits to the magnetic field strengths of the neutron stars which are sources of gamma-ray bursts. The many applications of gamma-ray burst spectroscopy and polarimetry are discussed.
