The current understanding of the diffuse interstellar medium is discussed. Dispersion measures of pulsars with known distances are used to construct a spatial distribution of the mean electron density for a diffuse interstellar medium in the Galactic disk. The distribution obtained corresponds to the concentration of the dispersive medium in the warm ionized H I component regions in the arms of the Galaxy.
