Accurate oscillator strengths are required in the ultraviolet and vacuum ultraviolet regions of the spectrum for elemental abundance studies on the Interstellar Medium and stellar photosphere. We have a developed a new High Sensitivity Absorption Experiment at the University of Wisconsin to measure absolute oscillator strengths in the vacuum ultraviolet to an accuracy of ~10%. In most cases, our measurements are the first laboratory measurements made for the transitions. The absorption experiment measures relative oscillator strengths for lines from the same lower level, usually a vacuum ultraviolet transition relative to an ultraviolet transition. Accurate ultraviolet oscillator strengths determined by combining emission branching fraction measurements with radiative lifetimes from laser-induced fluorescence measurements are used to normalize the absorption measurements.
