A theoretical explanation of the higher-order harmonics of the diurnal variation of the intensity of cosmic rays as measured on earth is presented, based on 1966-1975 Swarthmore neutron monitor (cutoff rigidity 2 GV). It is proposed that the second and third (12 and 8-hour) harmonics, like the first harmonic, can be attributed to the interaction of a spiral interplanetary magnetic field and the solar wind. Pitch-angle scattering (with lambda = about 0.5 AU and q = about 1.1 at 10-GV rigidity) and adiabatic focusing in a spatially varying mean field are shown to permit the calculation of 12 and 8-hour variations similar to those observed. Conversely, interplanetary scattering parameters can be inferred from ground-based diurnal-variation measurements.
