Numerical modeling of the evolution of ionospheric irregularities with a transverse dimension alpha-perpendicular less than 1 km is performed on the basis of the complete system of transport equations in the framework of the diffusion approximation. It is shown that the evolution of such irregularities is three-dimensional and is mainly due to nonlinear expansion of the cloud in a self-consistent electric field. The nature of the irregularity expansion is determined by the strength of the external electric field.
