On the basis of ionograms obtained approximately one hour before sunrise, a model for equatorial spread-F echoes in the HF and VHF bands is presented. A turbulence-like spectrum of irregularities of ionization is discussed. It is assumed that the irregularities are aligned along the earth's magnetic field and have lengths of the order of the outer scale. Inverse power-law spectral indices are considered noting that those between 1 and 3 fit the observations of presunrise equatorial spread-F. Assuming a weak extension of the spectrum between the ionic gyroradius and the electronic gyroradius, a theory of spread-F echoes in the VHF band is presented.
