A systematic approach to a test theory of special relativity is outlined, and effects of deviations from special relativity on the outcome of various local experiments are investigated. The role of convention in the definition of the simultaneity of distant events and in clock synchronization is discussed, conditions are examined under which clock synchronization by slow clock transport is equivalent to the Einstein synchronization procedure, and an alternate procedure involving system-external synchronization is considered. A convention about clock synchronization that maintains absolute simultaneity is developed and used to construct an ether theory that is equivalent to special relativity as far as kinematics is concerned. Some typical first-order experiments are then analyzed in the framework of this ether theory; these include the Roemer experiment, modern versions of it involving interplanetary spacecraft and the terrestrial clock system, as well as several laboratory experiments. It is concluded that: (1) first-order tests are equivalent to measurements of the time dilation factor; (2) the present accuracy of these experiments is about 1 part in 10 million; and (3) first-order tests cannot be employed to distinguish between special relativity and ether theories.
