The study examines eight solar energetic proton events observed in the inner heliosphere on the Helios spacecraft 1 or 2 by comparing the mean free paths of solar protons in the MeV energy range that result from numerical fits to particle time-intensity and time-anisotropy profiles with those from an analysis of magnetic field fluctuation spectra using quasi-linear theory (QLT) and the slab wave model. Attention is given to the often cited factor 10 discrepancy between results of the two techniques. Four events of the eight show no sign of the discrepancy. It is demonstrated that quasi-linear theory is capable of producing correct results under a widely varying strength of scattering. It is shown that the discrepancy, which was thought to be a general problem of the theory, is not compelling with a wave model QLT approach if each case is studied separately.
