Reference is made to recent studies in which attention has been given to the effect of strong cosmic ray anisotropy in pitch-angular space during Forbush decreases. The existence of such an anisotropy makes it possible to determine the electromagnetic conditions prevailing in the interplanetary space. In particular, a method (based on global spectrographic survey) is proposed which provides information on the interplanetary magnetic field orientation in addition to information on the variance of the angular and energy distribution of cosmic rays.
