The linear theory of gravitational instability predicts that vorticity is damped by the universal expansion. However, the application of the linear solution to the non-linear regime is incorrect. We discuss the general evolution of the vorticity, which shows that the vorticity is coupled to the density enhancement in the non-linear regime and develops singularities simultaneously to the density field. We present an approximate theory, which allows to follow the motion of a rotational fluid into the non-linear regime generalizing the so-called "Zel'dovich approximation", and apply the vorticity transport equation to this approximation.
